Nope! Not wrong at all.
And maybe a clue to at least a part of the reason why things are the way they are.

And yet even in a state where you have an active SECC who is trying to have a plan in place, the FCC it seems, makes it very difficult to get approval of what they think a plan should be, even though it is not required.

It seems to be like a puzzle that has pieces that come from different boxes.
