It would be hard to put a date on the Washington State Plan because the
'plan' is not a singular document but rather a binder full of them with
various effective dates.
Contrary to most locations that create plans that end up being 'dust-bunny
magnets' ours has various portions being updated periodically.
The other big difference in how we approach this is that various entities
are responsible for portions of the plan and keeping that portion updated.
This is not to say that other areas are wrong- Just to clarify that we
elected to do things differently.

The state of State EAS plans has greatly improved during the last 10 years.
Requiring participants fill out the ETRS forms prompted some SECCs to
improve their plans and make the plans more accessible, if only to reduce
the number of phone calls they were getting. The FCC web pages and links are
often out of date, so you need to practice your google-fu searching for the
most current copy.
The parts of plans which aren't tested, or in some cases not testable, tend
to have the most problems when needed. Not testing doesn't fix anything.
