The state of State EAS plans has greatly improved during the last 10
years. Requiring participants fill out the ETRS forms prompted some SECCs
to improve their plans and make the plans more accessible, if only to
reduce the number of phone calls they were getting. The FCC web pages
and links are often out of date, so you need to practice your google-fu
searching for the most current copy.
The parts of plans which aren't tested, or in some cases not testable,
tend to have the most problems when needed. Not testing doesn't fix
anything.
