[EAS] NWS and EWW

NWS has been issuing tornado warnings, extreme wind warnings, storm 
surge warnings, flash flood warnings, flood warnings, hurricane 
warnings, tropical storm warnings....

After the storm is over, and hopefully the loss of life is minimal, it 
will be interesting to review if the public understood the different 
warnings and the impact on their cell phone batteries during the event.

So far I have not seen  IPAWS alerts from civil authorities.  Of course, 
there is extensive news coverage and multiple press conferences by 
officials throughout the impacted area. Not every disaster requires using 
particular alerting channels.
