Given recent natural disasters (Katrina, Tornado outbreaks in 2014, Joplin, etc), most EOC's across the US have taken a point to revising their state plans. MN has been very proactive regarding missile strikes lately (we're considered a "far target" for Korea apparently?). With a few nuclear power plants as well, and a high concentration population, there have been an increase in drills, reaction plans (including strategic cooperation of various broadcasters as remote base of operations and interrupting programming on various stations within those high population zones, etc). Hell, the Hennepin county EOC has been trying to figure out how to take over the local Ham DMR network in case of emergency because the state won't pay for their own infrastructure.
More to the point, I think a vast majority of states are always revising their state plan, even if it's not ratified in an official document. (Getting those people together, and agreeing on stuff, in the same room, herding cats anyone?)
