It appears there are 24 radio stations and 5 television stations licensed 
in Guam.  From news reports, only 3 stations carried the EAS alert.

Either all the other stations were staffed at 12:25am, and manually 
aborted the accidental EAS alert... Or the other stations weren't 
configured to carry a CDW alert automatically.

We can learn things from accidents.
