Stuff happens. Just got a bit more attention than usual due to current events in the region (plus concern that this followed by a few planned power utility outages later that afternoon could have alarmed folks). At least it demonstrated the EAS relay was functional.

Under the circumstances they considered it important that all operators be able to originate an alert upon request. Any relays were an automatic response to the valid incoming message data header. One of the stations was a local primary so it was well monitored.
