Alan,

Q1: No, an NPT filter with only your local area will not match the 
000000 code, unless you explicitly add all of United States to your 
local area, but...

Q2: The internal auto filter for NPT does has 000000 and "local 
area", so if an NPT is issued for your local area, it will run.

In a future release, there will be a way to turn off the "auto filer" 
feature, giving you complete control, which will give you the ability 
to not carry regional NPT (and also the ability to not carry the 
000000 NPT, so we will recommend that you keep auto filter turned on).
