[EAS] Form 3 Deletes IPAWS Entry

I did them concurrent just to get the bloody things out of the way. I have
a lot of field work to do in the next 60 days before the snow starts to
fly than to open up my notes a 2nd time and re-login for each stations. I
was already there, 30 seconds later, done. Took me longer to open my notes
and login each station than to do both forms.

The key was to have all the times in front of you from the EAS log of each
station.
