[EAS] How often has an elected official voiced an actual EAS emergency message or AMBER alert?

I can understand the advantage of getting an elected official to voice
the annual tornado warning PSA/RMT exercise. It makes them look good.
Admittedly, when I'm in Las Vegas I don't spend a lot of time in the hotel
room watching local TV. So I had not noticed Nevada has a different
elected official each month announcing its RMT.
But is it really for training purposes? How many AMBER alerts or other
actual EAS messages are voiced by an elected official? Or are actual EAS
messages generally voiced by an anonymous dispatcher on duty at the EOC
or at the local primary station? Don't the people who actually voice most
alerts need the training more?
If the rule is because no one has asked a question about something
in the past means no questions may ever be asked about it in the future,
that seems to be a good way to make sure no one asks questions about
anything.
