Its natural that folks will find something to critic. I think its a good
sign that the National test went exceedingly well if people are now
critiquing the quality of the voice.
Perhaps FEMA could have a national contest, and ask professional
announcers (male and female, english and other languages) submit
recordings of the national test script for the next national test.
On the other hand, maybe the public think emergency messages should sound
like this message from the Black Mesa video game publisher. The
publisher's original teaser site is gone, but there is a youtube copy
of the "emergency message" from the site:

I think the Black Mesa version would freak people out (which was the
video game publisher's intent), but maybe that's what people expect the
end of the country to sound like.
