[EAS] The way is sounded

I concur with Richard. While VHF-Low is two way with limited bandwidth,
it's a great band for regional comm's from a single lower elevation
location. As I prior noted, Illinois does the same thing state wide using
a checkerboard of TX's on two redundant IDOT networks for overlap.

I have no problem with two-way audio quality provided the recording or
source is clean going into the two-way exciter.

More over, the distinctive sound of the two-way radio audio, even
noticeable on present day AM receivers, will grab people's attention.
Natural sounding voice may or may not possess the urgency of the situation
being warned.  I think that is more important than who vocalizes the
message.  A public official who can't speak well (there are those with
simply bad voices) can be equally ineffective as plain-Jane pleasant
sounding and clear voice.

Find the voice which works best and then make that THE voice of the agency
regardless of who's the designated official.
