I have two minds about that. :-).
First, BEFORE an event, IP paths can be considered to be reliable and the path of choice.AFTER a major event, IP may not be all that available. However, after a major event the affected population is well aware of the event and EAS is not only not needed but is a detriment to effective dissemination of emergency information. This is better left to public media that in a market like LA have more than enough resources to to get the word out and they do.
I think it is important to separate the EAS component from dissemination of emergency information. EAS sometimes becomes a tunnel vision thing with some people. There are many media facilities capable of disseminating much more coherent information than EAS can.
The other problem is streaming. Long distance driving all but eliminates OTA listening. On a recent trip I tried but could not find decent OTA reception but I did find that I could easily stream Dallas and Denver stations that played what I liked. However I was mostly near the east coast so any EAS warnings would be for thousands of miles away.
I was using my iPhone for Bluetooth streaming to the car as well as for GPS. WEA is a better platform in such cases.
Keep a heads up here as more and and more new cars will accommodate wireless data and facilitate easy streaming. FM sounds bad and not so reliable compared to decent streams.
