[EAS] The way is sounded

How are officials going to learn how to present actual alerts if they can't
practice? The lousy EOC audio is a separate issue and should be addressed by
both the broadcasters and the LA County Sheriff's Department. Officials need
to train on using both Legacy and CAP EAS.
