Before you ask, I don't believe the NPT includes the "live" requirement,
just the "immediate" requirement. I would argue for an NPT, immediately
upon receipt means "as received" or as soon as possible after "being
received."
For wireline, IPTV and some digital cable systems; they need to receive
the complete NPT message before they can forward it through their systems.
FCC has already stated in its rulemaking, it did not intend to require
expensive changes in participant systems for the NPT. I would argue that
requiring "live" transmission of the NPT should be considered an expensive
change.
