DAMN IT BILL - When are you going stop looking at these issues logically ?

You'd think that a person with a military back ground would understand that
you are not going to have good results with a weapon unless you train the
person how to use it.   Seems to me that this has been SOP with military
gizmo's for a very long time.   Perhaps some things fell off the wagon in
the transition to other branches of government?
