The FCC does not create or administer grant programs for emergency managers.
They are not funded for that.
FEMA grant programs are already open for training purposes, although this
means dipping into the same grant sources that are already being spread
thing. FEMA can't come up with more money for grants, unless Congress
authorizes it. Not without taking money out of another program, that is.
FEMA also provides free online training courses for emergency managers that
are readily available 24/7.
This is not to say that EM training for public warning doesn't need to be
more holistic in approach. It does.

Out here on the Left Coast reading the mail is amusing.
I've told this story before but it is still relevant. A few years ago I
made a presentation on CAP to the Northern California chapter of APCO.
