I used to run the weekly training net for the ham operators in our area.
All were welcome to check in, registered spotter or not.
But if someone din't follow protocol I'd bust 'em right then and there.
Some people didn't like that, but tough toe nails.
Those people usually were not trained for spotting anyway.
Years later it became harder to get people out to spot, so net control would take just about anyone who checked in.
The net control ops and I differed on how to handle that and wouldn't back me when someone got pissed at me.
