FCC has released its multilingual EAS order.

Single sentence summary: SECC's must submit updated state EAS plans with 
how each state handles multilingual EAS alerts to the FCC (after the usual 
OMB paperwork reduction act review), but doesn't otherwise change what 
EAS participants do for multilingual EAS alerts.
