Not to get too far astray, I co-managed at one time the regional liaison
net for the Chicago area based at the WFO. We made it very clear the
protocol for reporting events into the NWS and admonished random frivolous
net congesting reports.
Sloppy net protocol is a direct function of a weak net control station,
training, and municipal liaison. So...the lack of siren activation in a
given area which has spotters appears to indicate that lack of confidence
in that net operation. It doesn't take much to straighten out...just some
consistency and repeated eduction.
