[EAS] Watches set to siren

The radar algorithms signal/alarm a TVS automatically. A forecaster then
examines the various radar products and then determines one of three
courses of action:
1) Issue a warning
2) Determine conditions do not favor development and reset.
3) Continue to closely monitor...which is the best piece of spotting
advice ever given to me.
