Dave,

You have hit on a very interesting point. Emergency management people 
will tell you that sirens are only designed for outdoor alerting, not 
for in house alerting.
My take is that they are actually an anachronism held over from the 
'60's when everyone was afraid that they were going to be nuked while 
pick nicking in the park!
People feel comfortable that they still exist, so as a good PR tactic, 
sirens are still maintained and installed.
I am NOT saying they are of no use. Having lived in tornado alley all of 
my life I can attest to the importance of them, however their use is 
strictly limited to event and area.
I also know that some (many?) stations use EAS as their basic warning 
system for their listeners.
I still say that forcing the wireless industry to meet the same 
standards as broadcasters would be a huge step forward in the entire 
alerting scheme.
There will always be those that do not heed the warnings and the best we 
can hope for is to put the alerts out there, in the best way 
technologically possible.
You can lead someone to wisdom, but you cannot make them think.
