[EAS] Multilingual support for CAP messages

If a station would rather lose listeners to an emergency than to the competition, then that will eventually be a problem for that station.
We can't fix stupid.

We used to have a go-to radio station in these parts. (Several TV stations here did and still do great coverage for weather emergencies.) A very high percentage of people who heard EAS alerts on other radio stations would then switch to that station if TV was not an option.
That is an amazing reputation to have. But that stuff doesn't put food on the table, and is no longer a priority.
