The comment was more tongue in cheek referring to people who think that a
siren will cover everyone indoors and out.
The public (and many EMS managers) at large are mis-informed as to the
function of sirens. The problem is many people believe sirens are intended
for indoor notification as well as outdoor. Which isn't an accurate or
even an achievable goal..and the root of my "last 1/10th" comment.
With that said, sirens do serve a specific purpose of notifying those
people who are outdoors and disconnected from all media, including their
phones, of an immediate pending local hazard.
As some have said for years, EAS is but one tool in the notification tool
box. That tool box has grown from broadcast and sirens in 1997 to no less
than a half-dozen mass notification means today. Never the less, all in
aggregate are still only call to action notification tools.
But that doesn't alter the fact that last percent, or 1/10th of a percent,
will never be reached hard as we might try. Even if CAPS is extended to
Twitter, Facebook, et al and the RSS feeds of the major news
organizations, you will never get everyone.
