I agree MIke.
There needs to be a better effort at informing the public that sirens are not intended for alerting people who are indoors.

We will never be able to notify 100% of the population.
Our job is to make the notification available to everyone who wants the information.
No matter what we do, there is always that one group that for whatever reason doesn't get the alert.
