You aren't doing anything wrong.  Sometimes I think, its more people don't 
like being told what to do, not the actual requirement or cost.  E.g. THE 
GOVERNMENT CAN'T TELL ME TO PUT A SMOKE DETECTOR IN MY HOUSE, I'LL DIE
IN A HORRIBLE, FIERY DEATH IF I WANT TO!!!!! (and there are always 
exclamation points).

The reality is almost all EAS participants, broadcasters, cable systems, 
etc. try to make the Emergency Alert System work either because they
agree its an important part of providing service to the public, or 
sometimes because they do the  minimum required by the rules.

Fewer than 0.1% of EAS participants get a notice of violation from the
FCC enforcement bureau.  Yes, they are mostly administrative violations,
but they are usually gratutious violations, i.e. broadcasting an EAN in
a comedy bit.  Nobody gets a NOV for missing just one RWT.
