[EAS] What am I doing wrong?

Fewer than 0.1% of EAS participants get a notice of violation from the FCC
enforcement bureau.  Yes, they are mostly administrative violations, but
they are usually gratutious violations, i.e. broadcasting an EAN in a comedy
bit.  Nobody gets a NOV for missing just one RWT.

Perhaps a couple things are being overlooked here - 

1- The Federal/FCC Requirements for EAS are unique and often quite different
from the others uses of the System

2- States and Local areas are free to develop extensive, comprehensive and
multi-faceted  public warning systems as they see fit to address the needs
of their citizens.

3 - Some examples of this are  - 

>  Forwarding weather warnings from NWS
> Assisting with the recovery of abducted children
> Warning citizens of dangers
> Distributing evacuation warnings
> etc etc

NONE of these are required by the FCC.

4 - Looking at History - 

> 0% of EAS has been used so the President can address the county
> 100% of EAS has been used for something else.
