[EAS] What am I doing wrong?

Concerning the current comments on the eas upgrade, etc:

I run one of those low-budget "unprofessional" LPFM stations some NPR stations and certain other commenters always are deriding and I want you to know that I received the priority e-mail from SAGE yesterday morning at 0900 and had our SAGE digital ENDEC all set up and ready to go by 1100 with both new formats...

And by the way, our little non-profit LPFM station with its 82 watts ERP (plus a Nation-wide and world-wide audience through our streaming provider) is in complete compliance with the Maryland EAS plan and monitors our LP1, LP2, KLWX/NWS, CAPSERV IPAWS server 1, CAPSERV IPAWS server 2 and the MDCD internet EMnet feed with automatic relay of all events affecting our county, all the adjacent counties, and the portions of the Chesapeake Bay adjacent to our listening area...giving us six parallel sources of critical warning info to protect our local listeners with! 

In addition I am somewhat appaled at how some states appear to have only a single thread EAS systems with only NOAA weather radio as a second source...and they don't take advantage of using commercial high power FM stations to daisy chain but instead use only NPR stations as relays!  Is this a way to capture more state $ from the state legislature or is there a more legitimate reason?  Claiming that they cannot "rely upon" commercial stations to forward alerts just doesn't ring true since here in the extended metropolitan DC area of the Nations Capitol ALL the key relay stations are commercial stations...and high power ones at that! ...and they always relay the warnings!

I read a lot more here than I post, but I just had to share this frustration...  If WE can do it with three unpaid volunteers...you paid folks can surely make your eas systems work properly.  Just my Two Cents...  I'll crawl back in my rabbit hole now and work on keeping my small station compliant.
