Almost no one outside the beltway ever submits comments about actual
costs.  It would be helpful if someone shared actual costs, hard data
about how many legacy devices are still in use, what resources does
it take to comply, etc.

Given zero comments about actual costs from the real world, the
working assumptions in the NPRMs aren't changed.

For example, assumption

EAS equipment one-time fixed cost = $2500
EAS equipment life-time = 10 years (120 months)
EAS monthly cost (depreciation) = $20.83

If someone wants to share their real-world costs, the FCC would probably 
appreciate knowing.
