I do see this in their NPRMs all the time. But in reality, I don't think it is considered very carefully.

If you took the time to read the NPRM and the Report and Order for this rule change, you'd know that, by law, the FCC does consider the cost and burden of implementing it.  You obviously drew a different conclusion than the FCC did.
