If you read Commissioner Michael O'Reilly's dissenting votes (such as the
recent on the three new event codes), you will notice that he also questions
the cost/benefit analysis and the subsequent conclusions.  I wrote a little

If you took the time to read the NPRM and the Report and Order for this rule
change, you'd know that, by law, the FCC does consider the cost and burden
of implementing it.  You obviously drew a different conclusion than the FCC
did.
