Since the new rules require NPT events to be forwarded immediately, it seems to me that the possible sticking point could be how the FCC defines "immediately". Since 3.0 forwards the test as soon as it decodes the header and determines that the event code is NPT, the test goes "immediately" (or as immediately as is possible given the small amount of time needed to decode the message header). Since 2.6 waits for either an EOM or the two minute time-out (whichever comes first), is that immediate? IANAL and I am not going to try to second guess what "immediately" means in this case, so I think it basically comes down to how strictly the meaning of "immediately" is interpreted in regard to the new rules. Does buffering the message for possibly up to two minutes before forwarding it qualfy as immediate? I don't know. I guess it depends on how the FCC interprets the rules.
