Dan , I can appreciate your concerns over the budget limitations... However,
all broadcasters  -regardless of their class of operation -  have not only a
legal but a moral obligation to participate in our national public warning
system, EAS.    This fact should be abundantly clear to anyone wishing to
operate a broadcast station.   

Perhaps I am biased being the chairman of a state  EAS Committee (SECC) for
the past 20 years?
