[EAS] DASDEC Version 3

I just got this from our radio engineer from the OR-WA EAS list and it was posted by Chris "Ichibod" Murray. I am only pasting the section on the DASDEC since we already know that Sage units need the upgrade.

>If you have version 2.6 you will not need to pay for an upgrade and it has all you need to forward the test. If you upgrade to version 3.0 it will enhance the operation of the unit. The difference will be that when the NPT arrives it will not forward until the EOM i0s received. With 3.0 it will forward immediately.
