I agree with you Adrienne -
However there are a lot of assumptions involved in your position -
1- Yes the information is available - However not everyone is inclined to go
find it. Remember that many these operators are NOT conventional
broadcasters and we should not assume they are going to seek out the
information the same way we might - Many of them have no history to guide
them.
2- State broadcast associations are great - However their memberships are
shrinking. Washington and Oregon have share the same leader and he is a
one-man band. These shoestring groups are not likely to pony up for
association membership.
3- Trade groups....What trade group caters to the LPFM's.
4- Yes, some are finding the information....Unfortunately not all are.
5 - Agreed the information is there 'if they want it' ...
SUGGESTION -
Perhaps of the vendors of equipment that are eager to make a sale would
provide, within their sales brochure, a list of requirements for LPFM's and
where to find the information ?

Everyone, this information is available, starting with the FCC's Broadcast
Self Inspection Checklists and continuing through the state broadcaster
associations, the SECC, industry groups, trade journals and various
resources found online. And at least some people are finding it. Over the
past year I've been contacted by the operators of newly minted LPFM stations
who wanted to make sure they were operating according to the FCC Rules. If
the small, LPFM stations in a rural, Western state are finding help, anyone
who wants information can find it. Large or small, it starts with someone
who really wants to operate by the book.
