Being a licensee (of anything) carries a responsibility to be
knowledgeable in the area of the license and understanding the commitment
needed to sustain licensed operation. Including knowing the rules.

When I hear people complain about how complicated this is, I advise them
simply, "This is why it's called a profession. Not a hobby or a toy."
