I think if future operational workflow can provide an off-line non-invasive, always auto-forward method for distribution relay, then OK great, bring it on. I believe it's the current on-line disruption of programming, not necessarily auto-forwarding method of relay distribution that causes heart-burn for broadcasters.

I disagree - Broadcasters can have an invaluable role to play as a station-to-station distribution mechanism for both EAS and IP-based CAP alerting.
