I disagree - Broadcasters can have an invaluable role to play as a
station-to-station distribution mechanism for both EAS and IP-based CAP
alerting.
Conventional EAS station-to-station relay (a/k/a daisy chain) has a critical
role to play when (not if) IP distribution is unavailable at a regional,
local or even site-specific basis. Conventional EAS dissemination remains a
core part of the national EAN dissemination capability - hence the ongoing
relevance of PEPs.
Next generation capabilities for IP CAP relay form station to station is
also re-emerging. We are already in the process of proving this out in a
state-wide data relay network using current broadcast ATSC capabilities
(going live shortly).
Groups like ATSC and AWARN are looking at this capability as even embedded
in a next-gen ATSC 3.0 TV standard.
Don't discount the relevance and importance of broadcasters for
station-to-station relay. There are too many folks out there that are prone
to discount the relevance of broadcast even for dissemination of anything to
the public... why add fuel to their arguments?
