We must learn and fix issues from these instances. But at some point, the
system needs to be trusted and fully deployed. Do you believe that point
will ever be reached? To me that is the issue. If you and other stations are
still 'gun shy' over this, then still more work is needed to fix it. I
believe the current NPRM addresses at least one of the issues.

I also believe broadcasters are the final delivery to the public.
Broadcasters should never be the distribution infrastructure to other
broadcasters/participants. There should be multiple secure input ports and
distribution paths for origination sources for alerting both local and
national. I total get it, it costs money, but if our friends in Canada can
get it done, why can we?

I agree totally ! Trust me, there are states that view the EAS very much
the way you do (Washington is one of them). I feel one of the big
contributing factors is lack of participation - by all the stakeholders - in
the EAS process. It appears that, in my areas, the EAS is view as a
system that is operated by 'others' and those 'others' are not sensitive to
the needs of broadcasters etc. Perhaps this is due to refusal by the
existing system 'masters' to permit others to participate...or perhaps due
to the reluctance of the others to get involved?

I don't agree that this is a matter of money - but rather a lack of
everyone...As I state > ALL STAKE HOLDERS < to come together to make the
EAS something that everyone can be proud of.

At least this has been my experience.
