[EAS] FCC NPRM on improving EAS just issued

Having just done a cursory read of the NPRM released January 29, 2016, I don't see why some are condemning this or others feel the need to defend it. Nothing here is cast in stone, yet.
It is a Notice of Proposed Rule Making, not a Report and Order.
The FCC is saying: "We have some ideas." "What are your opinions." "Are these good ideas or bad, and why?" Do you have any other ideas about how to fix this." Maybe it doesn't even need fixing?
This list is a great way to discuss the proposal. You get to ask those in the know, what some of this really means. Or if you have alternative ideas, run them by the group for feedback. But I don't see the point of heated discussions. When it all shakes out, I hope those who have strong opinions one way or the other will submit your thoughts and ideas to the FCC during the comment period.
If no one responds then what you see here is what you get and who's fault is that?
