[EAS] FCC NPRM on improving EAS just issued

Dave - it's a bit more than "what are your ideas..."  The FCC is proposing
several amendments to Part 11.  See Appendix A (proposed rules), which
includes a pretty key change in the EAS header, a security certification
requirement for EAS participants added to 11.44, etc. etc...

The NPRM deserves a very close read - the FCC staff clearly have considered
a number of key issues over the past few years, and have finally included
them in a proposed rulemaking.

Having just done a cursory read of the NPRM released January 29, 2016, I
don't see why some are condemning this or others feel the need to defend it.
Nothing here is cast in stone, yet.

It is a Notice of Proposed Rule Making, not a Report and Order.
