As long as I have known you and Richard, I have advocated some compulsory
messages. TOR and FFW are but two. There are others, but those are the two
most urgent call to action messages employed here on a regular basis.

CF - We are, unfortunately, in the minority.    Perhaps like the person that
does not like Amber Alerts for the simple reason that their child is not
involved?

I have been repeatedly shouted down on that point. Doing so is akin to
whispering into a hurricane. The FCC has no interest in engaging that point.
And neither does the SBE or anyone else for that matter.

CF- 1) The NAB, and others, have made it very clear that they want no part
of any requirements  to air EAS messages.   Much effort was spent convincing
the FCC that regulations were not required and the broadcasters have always
been there - Trotting out stories about Katrina etc.  2) The SBE no longer
wants much to do with EAS - I was there at the end of that effort.   Frankly
I am surprised that they keep the EAS Remailer going.

Compulsory carriage will need to come from a statutory mandate..

and a directive to break down the NWS silo to carry local messages on NRW's
and immediately employ the millions of NWR receivers already in place.

CF - The NWS silo is tough as it get.   Thankfully we were able to do
exactly what you suggest in Seattle and marry NWR and EAS.   So far, they
let us continue with what they call the Seattle Experiment.    It would
likely be SOP nation-wide - If only it had been THEIR IDEA.
