As long as I have known you and Richard, I have advocated some compulsory
messages. TOR and FFW are but two. There are others, but those are the two
most urgent call to action messages employed here on a regular basis.

I have been repeatedly shouted down on that point. Doing so is akin to
whispering into a hurricane. The FCC has no interest in engaging that
point.  And neither does the SBE or anyone else for that matter.

Compulsory carriage will need to come from a statutory mandate...along
with Part 97 inclusion and a directive to break down the NWS silo to carry
local messages on NRW's and immediately employ the millions of NWR
receivers already in place.

I can dream...
