[EAS] Mandatory forwarding

Count me and my stations as those that DO NOT want to be forced to 
handle TOR's. For the simple reason is that if you ask the feds to make 
it so, they will, and the only way to show compliance is with the EAS log.

When we are live, the weather portion of the EAS system is in bypass. A 
few years ago, the NWS was tripping off TOR's every 3 minutes. I reached 
behind the rack and pulled the plug on the Sage (and logged it out of 
service!), while we handled the TOR, live, with the information that was 
needed. We follow the information on the radars, local Skywarn and 
fire/police channel. I love the NWS for their TOR warnings. But not on 
my station when I live. And when we leave for the day, the stations is 
automagically back to forwarding TORs.

But please oh please, don't ask the feds to force us to forward the NWS 
TOR's.

Time for me to retire (in 30.875 months)
