Government entities operate much like commercial enterprises...Each entity
is a 'silo' that you have to negotiate with and pay.

One instance comes to mind - - A state owned university wanted to install
their FM Station on a tower that had two owners -The bottom part was owned
by a local school district and the top part of the tower was owned by a
state operated technical college.     Each party had to hire lawyers to
negotiate the deal and draw up the contract - and Yes, money does change
hands.

I don't know of any government entity that will do a favor for another.
Can't speak for military.
