It is illegal for one Federal agency to do a "favor" for another Federal
agency. Federal employees who violate the Antideficiency Act can be held
individually accountable, and subject to personal fines and imprisonment.
Federal employees receive regular training about the Antideficiency Act.
"Favors" must be authorized by Congress, usually through an appropriation
(i.e. money). Although there are some other ways for money to be
reprogrammed.
Or "except in cases of emergency involving the safety of human life or the
protection of property." But even during emergencies, there are other
laws which apply.
