I haven't proposed any state use satellites for distributing local
emergency alerts, recognizing it costs a lot of money. Some states have
decided using satellites for local alert distribution was worth the cost.
That doesn't necessarily mean other states believe its worth the cost.
I don't assume all states should use EMNET, or that they could afford it.
Nor do I assume that all states should do the same thing as Washington
State. Other states have come up with things that work better for them.
I did suggest FEMA add the existing NASA TV satellite channel as a PEP
distribution channel because NASA already pays for the transponder and
uplink costs, and its unencrypted signal is available through several
satellite receivers and many cable head-ends. That doesn't mean NASA TV is
free, just that someone else is already paying the cost. If NASA wasn't
already paying for the transponder and uplink, the cost would probably be
prohibitive.
There ain't no such thing as a free lunch, although some of the
presidential candidates are promising a lot of free lunches.
