I think you mis-read my comment. My comment precisely defined what you
described as happening in terms of scale.  And the fact the TOE is an
event code aimed squarely with the intent it be decided by locals.  Not
the feds as with a tidal wave or flash flood warning.

And is but one reason our reliance on "wired" IP and non-RF mediums is
perilous. I appreciate the impracticalness of having everything wireless. 
However, your example shows just how vulnerable critical infrastructure
can be.
