[EAS] TOE

Mike,

A few years ago the Pac Bell / SBC / AT&T San Francisco Bay Area 
fiber ring was cut in two places.  Whoever did this knew exactly 
where the most damage could be done and did their best to make 
restoration difficult.

The result was that all of Santa Cruz County lost 911 service.  Their 
E911 switch is actually located in Santa Clara County.  The county 
communications manager described this as "Turning Santa Cruz County 
into a Sicilian fishing village".

So a TOE would have been appropriate except that there is no Santa 
Cruz radio station interested in EAS.

My knowledge of the E991 system is that there is a dedicated tandem 
switch somewhere for a geographical area E911 service.  Take out that 
switch and there is NO E911 service for that area even if there is 
still local dial tone.
