Some thoughts on state plans.

In the 90s the emphasis was on building from the local up to the state to the national.  Thinking was that if you had good state plans the rest would follow.   The PEP coverage was adequate given the funding level at that time.  Good news is that PEP funding and assets have improved.  Now with IPAWS national coverage even better, not to mention using other warning avenues such as WEA.

However, state plans were always the backbone especially with good mapbooks to show who monitors who.  It is a never ending job to develop and update the plans and those who do it deserve a big thank you and recognition.

It is well understood that the individual states are sovereign and autonomous,
and that the Federal Government can't bully them around, and that security is a
well understood issue - but functionality of the system is also an issue due to
lack of information dissemination, and security is at risk if the system isn't
fully functional.

In the end, the FCC list at

is not a bad start - but for those states who wish to not publicly post their
EAS plan due to "security issues", why not at least inform the FCC of the
CORRECT POINT OF CONTACT so those of us with a need to know can get the
information without an having to invoke an act of congress?
